Add instructions for agents to cross-reference new skills in related existing skills, especially when the new skill is a subskill. Includes a new procedure step, a dedicated section, and a quality checklist item. Agents creating new skills weren't prompted to add cross-references in related existing skills, causing discoverability gaps — especially for "subskills" that specialize a step within a broader workflow (surfaced in #1691).
