missing image border function

    Hi I cannot access the ‘border’ function when I click the block with an image in it. the circle icon with half white and black does not appear. nor does the gear button in the styles area. Only the styles heading shows offering default, rounded and zoom functions.

    Can anyone help me get this simple but useful function to show?
