This fixes issue #737 by using the new plist format and then the old one in case of failure.
This fixes packaging on the latest MacOS Tahoe and preserves backward compatibility.
Alternatively, we could open the XML plist file and update its BundleIsRelocatable attribute directly to avoid dealing with the different formats but I felt that keeping plutil is more straightforward and robust than fiddling with the file's contents.
