1.PLogger add isEnableFileOutSus/isEnableConsoleOutSus to mark if the Logger could log into file/console. If could not,then do nothing 2.support start fail if DataLoggerManager could create log's rootdir. 3.UAVServer's startsupporter method return supporter's status,such as OK/Exist/Fail
