- Additive stubs are provided through the `MemberProvder` mechanism. - Provided members always override members in the class hierarchy. - Stubs are validated for existence on LS initialization. - Documentation for stubs

This PR aims to introduce a way to introduce additive stubs. i.e. a way to overlay stubs to augment existing classes (for example Laravel)
