This public repository is the GitHub-native source for organization-wide community-health files. It contains only generic governance material; never add credentials, private topology, customer information, or internal runbooks.
Repositories without a local pull-request template inherit
pull_request_template.md. A repository with a
local template intentionally overrides this default.
The governing standard and rollout procedure live in
optimizr-infra-ops.

Repository-specific requirements belong in the owning repository and may override these defaults with a local community-health file.
