We've reached a point where keeping the compiler and msbuild vpacks separate is causing more harm than good. In fact, it's probably not helping at all, and I have no memory of why we had split vpacks in the first place. They've been effectively merged anyway, because they are being extracted into the same folder on top of each other.
Merging them will simplify validation and other good stuff.
