Unless the docstring is going to be interpolated, we do not need to bother dedenting it. Deprecated unused functionality in docstring.py.

Deprecated unused functionality in docstring.py.
Reimplemented on top of #9173 as the latter removes a lot of needs for docstring manipulations.
