GitHub Actions was correctly skipped, but Azure was not. I'm not sure if that's because the config needs to be in the target branch already, or if I messed it up. |

I am suspicious that it is the first (config needs to be on the base branch) as I remember needing to YOLO merge turning azure on to begin with. |
