config: return GIT_ENOTFOUND for missing programdata - #6547

When the programdata path is missing, ensure that we pass down the `GIT_ENOTFOUND` error to the caller instead of converting it to a generic `-1`.

Updating to newer version of LibGit2Sharp is currently blocked. See libgit2/libgit2sharp#2021, libgit2/libgit2sharp.nativebinaries#149, libgit2/libgit2#6547
