Skip map_meta_cap during /wp/v2/plugins REST requests so the e2e cleanup never gets blocked by a leaked restriction, and clear the option on activation as a safety net.

It's odd that this started failing now and wasn't caught during original WP. Playwright shards usually are the same. There might be changes in https://github.com/WordPress/wordpress-develop that caused conflict made made this problem more obvious. |

The plugin registers a
map_meta_capfilter that blocks capabilities likeinstall_plugins,activate_plugins,delete_plugins, etc., based on the value of thegutenberg_test_cap_restrictionoption.When a test in
test/e2e/specs/admin/connectors.spec.jssets a restriction that blocks plugin capabilities, theafterAllhook callingrequestUtils.deactivatePlugin()can fail because the/wp/v2/pluginsendpoint requires those same capabilities. If that happens, the plugin stays active, the option stays set, and subsequent specs that touchrequestUtils.activatePlugin/deactivatePlugincan fail withrest_cannot_view_plugins(HTTP 403), even when they are unrelated to Connectors capability checks.After removing that leak, the same Connectors spec also needed an expectation update: the built-in AI providers are now available for setup, so they render
