Description:

Add Windows Build to GitHub Actions.

Rationale:

Once #11406 is merged we should have some CI for it.

Review Hints:

  • Take a look a the logs it appear to take less then 5 minutes.

This is blocked by OpenSCAP/openscap#2068 as this will be the source for the Windows builds OpenSCAP.
