Split off from the full nightly-upgrades batch: only the packages whose build already ran green on github-actions/nightly-upgrades (tzfpy, xmhuffman, eccodeslib, timezonefinder, fastsafetensors, pyfaup-rs, mapbox-earcut, pikepdf, protobuf-py-ext, rfc3161-client), to reduce load on the runner pool. Includes the xmhuffman tag-fallback fix it needs to build (upstream tags 0.3.1 as V0.3.1, unlike earlier bare tags).
