New module: JSON:API Comment

Hey all, I just put up a new module on d.o (still in dev) which enhances the DX of using JSON:API with comments. (I promise that this is the last time I'll spam you today!)

I'd love to get your feedback, particularly to the idea of requiring the JSON:API Hypermedia module and the way hypermedia is used.

I'm hoping that this module can serve as a testbed and demonstration of how JSON:API might become more customizable in the future. Right now this module is doing hacky things with internal APIs (like every other module in the JSON:API ecosystem). But I think it makes it very clear where some public interfaces in JSON:API itself would be really useful.
