• VSCode Version: 1.72.0

Steps to Reproduce:

1. Click Create an Issue
2. Delete the issue's body
3. Click Create Issue
4. Nothing happens (UPD: no Console errors and no Network requests in Developer Tools)

GitHub web interface allows to create an issue without a body and it disables Submit new issue button when it's not possible to create an issue.
Could we:

1. be able to create an issue without body?
2. have Create Issue button disabled when it's not possible to create an issue?
