[RAG][Dev] Integrate retrieval into chat #2876

Description

ilab model chat should perform RAG when configured to do so.

Acceptance Criteria

When config has RAG enabled, it is performed during chat
Appropriate unit tests are added
e2e tests for RAG-enabled chat are added
