Initial scaffolding for toolbox-adk package.

Note

We've used TOOLBOX_IDENTITY in the initial README for now. This will be changed in the subsequent PR: #456.

Note

Integration tests are expected to fail in this branches as expected and that they would pass ultimately in the subsequent PR: #458
