  1. demo(cost-optimization): shrink resources after backfill 

    Demonstrates dropping a Feldera pipeline's CPU/memory once the initial
backfill finishes, start big for snapshot ingestion,
checkpoint via graceful stop, patch runtime config down to steady-state,
and resume from the checkpoint at reduced cost.

Backfill completion is detected by polling end_of_input across all input
connectors; a delta_phase variant for future CDC sources (Delta Lake / S3
with snapshot_and_follow) is included as a commented branch.
