  3. update finalized master Dockerfile 

    - need /home/project as mvn needs a $HOME/$USER directory
- ordered things better
- added mvn command back in as per Will's and Sarah's advice
- added a chown flag for consistency

  1. get Dockerfile and pom to allow offline tests 

    a running container in tutor apparently can't access the net. for some
reason, the mvn test commands accessed the net to download junit
plugins.

added things do the pom file, which is the key to allow all
downloading to be done during a build. Dockerfile changes aren't
substantial
