Unable to install 7.5.4 on Debian 13 (Trixie) due to unmet dependency on libicu[74|72|70|69|68|67|66|65|63|60|57|55|52]

### Steps to reproduce

1. Install latest version of Debian with `wsl --install Debian`
2. Check the version installed is correct with `lsb_release -a`

$ lsb_release -a

3. Update with `sudo apt update && sudo apt upgrade -y`
4. Install `wget` with `sudo apt install -y wget`
5. Download latest deb

$ wget https://github.com/PowerShell/PowerShell/releases/download/v7.5.2/powershell_7.5.2-1.deb_amd64.deb

6. Install with `sudo apt install ./powershell_7.5.2-1.deb_amd64.deb`
