Do you want to send a file and JSON body in one request? As so - there is no common solution for that at all, but I have a workaround for you in tests =)

First of all - add JSON-encoder (nevermind - Gson or Jackson), because Feign-Form could act as a wrapper for another encoder, like this:

TestClient api = Feign.builder()
        .encoder(new FormEncoder(new JacksonEncoder()))
        .logger(new feign.Logger.JavaLogger().appendToFile("log.txt"))
        .logLevel(FULL)
        .target(TestClient.class, "http://localhost:8080");

Then, declare your Feign interface like this:

  @RequestLine("POST /upload/with_json")
  @Headers("Content-Type: multipart/form-data")
  Response uploadWithJson (@Param("dto") Dto dto, @Param("file") File file);

dto - it's your JSON POJO

At server side you could write something like that:

@Controller
public class Server {

  @Autowired
  private ObjectMapper objectMapper;

  @PostMapping(
      path = "/upload/with_json",
      consumes = MULTIPART_FORM_DATA_VALUE
  )
  public ResponseEntity<Long> uploadWithJson (@RequestPart("dto") String dtoString, @RequestPart("file") MultipartFile file) throws IOException {

    Dto dto = objectMapper.readValue(dtoString, Dto.class);
    // do something
  }
}

Take a look at dtoString. As you can see FeignForm encodes the Dto instance with help of another encoder (in my case it is JacksonEncoder) as a string field at client side and you need to decode it with your server's ObjectMapper back at the server side.
