Issue Details

Steps to reproduce:

  1. Add to user rules:
example.org#%#alert(1);
  1. Navigate to - https://example.org/
  2. Alert is displayed (it's okay)
  3. Reload website
  4. Now alert is not displayed (bug)
  5. Reload website
  6. Alert is displayed again and it's now displayed on every reload

Once the website was reloaded more than once it's necessary to close Safari (open the App Switcher and remove Safari) to repeat it.

Expected Behavior

Scriptlet and JS rules should be applied on the first reload.

Actual Behavior

Scriptlet and JS rules are not applied on the first reload.
