oddgen "Run test" view under "All Suites": Include suites without tests #55

The following tree shows that the packages Core and Reporters are missing. But these packages are shown under All Suitepaths (see screenshot in #54).

PL/SQL packages annotated with suite should be included even if they have no tests (procedures annotated with test).
