[Feature]: compile "dbstat" into the Windows build #4196

Describe the new feature

dbstat is useful to get satistics about large SQLite databases. However it's not built-in (at least) in the Windows build 3.13.1:

SELECT * FROM dbstat;

Execution finished with errors.
Result: no such table: dbstat
At line 1:
SELECT * FROM dbstat;
