Describe the bug

There is excessive vertical spacing in the Engineering Uptime banner on the blog page. This extra space makes the header look disproportionately large compared to the content.

Expected behavior

The Engineering Uptime banner should have less vertical padding/margin, reducing the header height so that it visually matches expected design standards and improves the content focus on the blog page.
