bf orchestrator:create over LU files fails on the second call #1272

Describe the bug

If you have an LU file with entity labels in it and call orchestrator:create twice, then you will get an undefine entity name.

To Reproduce

Steps to reproduce the behavior:

  1. Create an LU file a.lu that includes an entity label.
  2. Call bf orchestrator:create -i a.lu
  3. Call bf orchestrator:create -i a.lu again
  4. The second call will fail

Expected behavior

It should not fail when you have a .blu file already.

Additional context

The issue is that the BLU labels are passed to addNewEntityLabelUtterance which is expecting entities structured by the LU parser. Instead of {name, span{offset, length}} it should be {entity, startPos, endPos}.
