Cross-train config do not fit composer lu and qna files folder structure in CI/CD #1028

Describe the bug

Current cross-train config requires the lu and qna files of same dialog are in the same folder, but in composer, lu and qna files are in different folders which make composer output cross-train config cannot be consumed by cross-train cli.

To Reproduce

Steps to reproduce the behavior:

1. use bf cli to do cross-train with config from composer
2. QnA files are not cross-trained successfully

Expected behavior

QnA files should be cross-trained successfully.
