[ENH] Support for COLRv0-encoded colour glyphs #31209

Colour glyphs using the COLRv0 tables are multiple layers of vector glyphs, using tables designed by Microsoft. They should be supported by FreeType already, and (since they are scalable) are directly available just by requesting colour rendering.
