Stop Pregel interations after no more new messages are created

After no more new [messages](https://github.com/graphframes/graphframes/blob/7209013b8e68f6c1dfe9d3453d804dedc5d05749/src/main/scala/org/graphframes/lib/Pregel.scala#L214) are created, the Pregel loop should end. The GraphX implementation also [counts](https://github.com/apache/spark/blob/d2a656c81ef784657a02e7347bfe87e4331fd2c9/graphx/src/main/scala/org/apache/spark/graphx/Pregel.scala#L161) the messages and [stops](https://github.com/apache/spark/blob/d2a656c81ef784657a02e7347bfe87e4331fd2c9/graphx/src/main/scala/org/apache/spark/graphx/Pregel.scala#L145) the iteration if the count is zero.
