[BUG] Remove useless ./script/start_local #388

Describe the bug
The start_local is not needed and should be removed. It doesn't work as expected.
Having two start scripts is confusing.

To Reproduce

1. ./script/start_local

Expected behavior
User should just use ./script/start.
./script/start_local should be removed.
Documentation should not point to ./script/start_local, if it does.
